Dr. Ioannis Kotsiopoulos is the Technical Manager of COncORDE. He holds a PhD in optimal control theory from Imperial College, University of London and an MSc and a Dipl-Ing degree from the University of Manchester and the National Technical University of Athens respectively. For the last ten years he has worked as a senior consultant for European Dynamics S.A, in areas such as eGovernment, evaluation of research, and research policy. Currently, he is in charge of the R&D activities of the company. He has held previous positions at the Technical University of Crete, Greece, the Hellenic Aerospace Industry, the Athens Metro, the Hellenic Ministry of Health and the metal processing industry.
The management of medical system response to natural and man-made disasters still raises questions regarding making best use of resource-limited emergency services. Two aspects towards achieving this goal are served by the COncORDE project: the support to taking critical decisions in the field and the ability to capture the flow of past incidents for the purposes of evaluation, audit and training. Both are served by advanced ICT systems, whose functional specifications are based on the analysis of needs and gaps in existing health systems throughout Europe.
